Connect the points of information and make them into lines, planes, and solids

Although this field is attracting attention in graduate schools around the world, there are not many environments in which it can be studied in Japan. This center will train strategists who will lead the way in solving social issues by providing intelligence programs that utilize advanced ICT.

There is no one-size-fits-all translation for Intelligence. Here, intelligence is defined as information that has a coherent meaning and leads to some kind of change in behavior or consciousness.

​For example, in one town, a damaged agricultural waterway has caused problems for nearby farmers. This is just information, but if you find out that this waterway was built during the period of high economic growth, 60 years have already passed, and that the management is being done by a municipality that is in financial difficulties, It will become an intelligence that will surely increase at a stretch in the future.


There are many ways to read and understand information, such as collecting information from guesses and hypotheses, and finding relationships by connecting multiple pieces of information.

Planning based on intrinsic motivation and linking it to realization

This is a class for learning the core of this center, "inquiry," as a concrete "technique." Instead of problems given to you by others, you can find problems that you can tackle with passion, improve your skills, and use them to solve them. We will intensively cultivate the ability to think and take action necessary for such human resources.

Inquiry practice refers to "discovering issues by yourself" and practicing plans that make use of the strengths of oneself and one's organization while taking into consideration the external environment such as the environment, society, and rules. The most important thing here is the first task setting.

 

One of the most difficult things for Japanese people to do is "problem setting". One of the reasons this is so difficult is the inability to set goals. The difference between the ideal state (goal) and the current situation is the "issue", but without setting the goal of what the situation should be, the issue cannot be set.

Rather than being bound by the scope of an organization or industry, it is an extremely beneficial opportunity for unlearning (re-learning) to practice inquiry by grasping it in a wider range and setting it on your own "self-axis".

 

The ability to analyze the current situation using intelligence to read international trends and the ability to plan effectively through strategic consensus building should become your own weapon that will never fade over time.

Acquiring the ability to create answers involving stakeholders

Consensus building generally refers to reaching consensus among various stakeholders through discussions.

Have you ever had an experience where you thought you had reached an agreement internally, but it didn't go well?
 

It is very effective to grasp the basics of consensus building, from large stages such as international conferences to daily internal meetings.

"Consensus building" is not necessary for things that have only one answer or problems that can be investigated. Consensus building is necessary when there are multiple possible options when stakeholders have different opinions when it is necessary to solve / realize some problem, when they are unaware of the problem.

The experience of consensus building, which was carried out in groups with clear hierarchical relationships and similar values, can no longer be used in this age of diversification and globalization. Furthermore, as environmental and social issues have become more complex, the range of stakeholders has expanded, and the difficulty of building consensus has risen dramatically. Under such circumstances, failures in reaching an agreement can make the problem worse, compel the competition to accept advantageous conditions, and stakeholders' dissatisfaction with the agreement once reached. Some of you may have experienced such things.


However, despite this situation, there are not many opportunities to "learn consensus building". How should we build strategic consensus so that we can decipher the structure and build a cooperative system in which stakeholders will work to solve problems themselves after the fact?


This center provides a very unique place in Japan for classroom lectures and practice of the following "consensus building". The ability to "create answers as a group" instead of being alone should be a powerful weapon that will help you realize your desired future.

Structural Understanding of Problems and Strategies
